NPTH stiffener registration

I need a flexible PCB with stiffeners which require a NPTH for registration of the stiffener. How do I place a NPTH?

If there are none of adequate size you want, then you can make one yourself with the footprint editor.

Does the Mounting Holes library are NPTH ? As I just use one of those of required size.
